Aviation in 2015: An Industry with a Great Review in Prospect

Welcome to 2015. Everything is new again. We have a new Commission, which has a new agenda for this, the new Juncker Commission. We have a new(ish) Commissioner, who, unsurprisingly, is 100% behind that agenda. We have a new Parliament, which has rejected the agenda. Commissioner Bulć has new staff, both within her office and in her Directorate General. That includes the new Director of Air Transport, Margus Rahuoja, who is new, but not a stranger, formerly of Vice President Kallas’ cabinet.

The Goose that Just Keeps Laying Golden Eggs

What is good for the goose is not always good for the gander. Nowhere does that observation apply more fittingly than in European ATM. Take DFS, the German ANSP. DFS is a completely state-owned German company. Efforts by its former CEO, Dieter Kaden, to privatise it failed. Apparently no lesser source than the German Constitution itself does not, can not, will not allow it to be privatised. It is a State Entity. It is incorporated as a GmbH, a limited liability company, but its shareholders are the German Republic.

The 1% and Business Jets, or the 1% of Business Jets?

‘Look to the skies this week in Switzerland and you’ll see the heavens are cluttered with private jets’. Thus began CNN Money´s clip in the run-up to the World Economic Forum last month. Evoking an image of locusts darkening the skies – a plague of plutocrats – the report referred to as many as 1,700 private jet flights flying into Davos. Other media piled in, the key factoid quickly emerging that the ´billionaires and celebrities´ invited to the Forum would employ a fleet of almost 2,000 aircraft.

Tracking Conflict About Flying Above Conflicts

In one of the most predictable outcomes in the history of aviation, consensus on reporting conflict zones in order to plan flights above or around them hooves into view. The airlines, you may recall, asked ICAO to facilitate the provision of detailed information about conflicts and access to as much other relevant information as possible. That would allow them to plan. Yeah, right – like that was ever going to happen. The States were not prepared to offer that information: Shock!

2015: The European Year of Infrastructure

You can go months and months and not hear about infrastructure, and then, like trams, references all come at once. Clearly, 2015 is going to be the year of Infrastructure. Or, perhaps more accurately, the Year We Talk About Infrastructure.

Regulatory Competition

The issue of competition in ATM has gone up a gear. We cannot find a way to introduce competition at the level of the ANSPs, or the delivery of service to users. That is a bridge too far, apparently. So if not on the ground, and not in the cockpit, why not start at the very top? Maybe the solution is to have competition at the regulatory level?
