Tokyo Electric Power Company’s Fukushima nuclear plant had been reviewed and inspected many times in its working life. It now seems that in a number of cases those Tepco reviews noted flaws, errors and problems. Reports were written and filed. Thus absolved of responsibility, the inspectors moved on.

As you might hope, the requirements the military has for airspace is not the same as the civil requirement. But frequently, both have requirements to use the same airspace. By way of analogy, think of a swimming pool. The civil controllers are trying to make sure as many swimmers as possible are using the lanes as efficiently as possible: long distance swimmers in one lane, butterfly swimmers in another, all maintaining a safe separation. Taxes on private jet users – fair enough?
In his spring 2011 budget, UK Chancellor of the Exchequer George Osborne announced a consultation on whether to extend Air Passenger Duty (APD) to private jet travel or to introduce a new taxation system for private jet flights, currently not subject to duty. This forms part of his effort to be seen to be cracking down on the better off, with the aim of raising a further £1bn in tax revenues to help close the budget deficit.
