A few months ago we reported on Google’s Project Loon, which seemed at the time to be a neo-Montgolfierian attempt to use balloons to provide ubiquitous internet coverage. It is amazing what a month or so can do to change perspectives. Now, as the search for MH370 winds down, global coverage does not seem like such a silly idea.

Controlling the Ownership of Ownership and Control
That the European Commission is investigating the ownership and control of various European, and European Economic Area, carriers is now public. You may recall that we revealed this last month. First, to clarify an error in last month’s Aviation Intelligence Reporter, Etihad Airlines acquired only a third of Switzerland’s Darwin Airlines, not all of it, as we suggested. Apologies. That the airline is now called Etihad Regional, and that it is painted in Etihad colours remains true. It was enough for the Commission to issue another ‘Please Explain’ letter, as we also mentioned.

Once, the airlines did their own air traffic control. It was the airlines that set up the navigation aids and procedures. Airports provided weather reports and established procedures around and on airports. Only after World War II did this become a state responsibility.

Business Aviation: It is a Cold Wind Blowing in From the East
One of the success stories for the European business aviation sector throughout its long recession was the lively growth in demand from customers in Eastern Europe, extending into the Ukraine and the Confederation of Independent States. Economic woes in 2013 dampened this good news, but the Ukraine crisis this year has properly burst the balloon, and threatens to derail the region’s business aviation market for some time to come.

Those well-known political philosophers of the 60s, the Monkees, once posed a very valid question: ‘What if we hold a war, and everybody shows up?’ The European Commission must know how they feel. For several months, the Commission has foreshadowed that it expects only one consortium to bid to be the Deployment Manager. Therefore it is up to the players interested in deployment to work out a joint approach and a single bid. A number of groupings have been jockeying for some months for position, scoping out potential alliance partners.
